Culture & Leisure Portfolio-Holder network - launch event

The Culture and Leisure Portfolio-Holder Network will enable councils, through their political leadership, the opportunity to collaborate on important areas of policy by providing:

  • a collective voice in response to consultations and lobbying activity;
  • a forum to discuss matters of common concern and share best practice; 
  • the means by which the East of England contributes to the work of the national LGA and makes best use of members’ outside appointments.

This network is part of a series of portfolio-holder networks instigated by the East of England LGA in partnership with local authorities. Further details on the purpose and operation of these network can be found here.


Councillor Chris White, Chair of the LGG Culture, Tourism and Sport programme board talked about the government's reform agenda, new policy and legislation affecting culture and leisure services and the challenges and opportunities this presented.

Martyn Allison, National Advisor Culture & Sport at Local Government Improvement & Development (LGID) covered the benefits and pitfalls of Asset Transfer. 

New ways of working 

In addition to highlighting the scale and impact of London 2012, Councillor Stephen Castle in his role as Chairman, Nations and Regions East gave a presentation outlining the opportunities in the run up to the Games and the legacy programme for the East.
